DefenseScoop reports that the U.S. Cyber Command and National Security Agency had difficulties in fostering communication and collaboration in dealing with cyber threats in the early days of its Integrated Cyber Center and Joint Operations Center but have since realized the importance of teaming up with other government agencies and private partners in thwarting threats.
