Russian president Vladimir Putin and his Chinese counterpart Xi Jinping have set themselves the goal of dominating the world of information technology. The two despots met earlier this week and have since issued a document titled the “Joint Statement between the People’s Republic of China and the Russian Federation on Deepening the Comprehensive Strategic Partnership of Coordination in the New Era.”
